Two Pension Systems Explained

Guyana has two separate pension systems for retirees. Understanding the difference is essential because eligibility, application processes, and payment amounts differ significantly between the two.

Type Contributory (you pay in) Non-contributory (tax-funded)
Minimum Age 60 65

Can receive both? Yes — if you qualify for both, you receive both simultaneously.

NIS Old Age Pension

The National Insurance Scheme (NIS) old age pension is a contributory pension available to insured persons who have paid into the NIS during their working life. It is administered by the NIS, an arm of the Ministry of Labour.

NIS Pension Eligibility

Age 60 or older: You must have reached the age of 60 to begin receiving the NIS old age pension.
Minimum 750 contributions: You must have at least 750 paid NIS contributions, which is approximately 15 years of employment. Contributions are counted weekly.
Ceased regular employment: You must have stopped working in regular insurable employment or be willing to declare retirement.

How the NIS Pension Is Calculated

The NIS old age pension formula is:

NIS Pension Formula

40% of your average weekly insurable earnings, plus 1% for every 50 contributions exceeding the minimum 750.

For example, if you have 1,250 contributions (500 above the minimum), you receive an additional 10% (500 ÷ 50 = 10), bringing your rate to 50% of average weekly insurable earnings.

Minimum NIS pension: $43,075 per month (regardless of calculation).

How to Apply for the NIS Pension

1

Obtain Form P300F1 OAB R0

Collect the NIS Old Age Pension application form (Form P300F1 OAB R0) from any NIS office or download it from nis.org.gy.

2

Gather Required Documents

You will need your NIS social security card, birth certificate, and valid national ID. See the Required Documents section below for details.

3

Submit at Your NIS Office

Submit the completed form and supporting documents at the NIS office closest to your workplace or place of residence. Staff will verify your contribution history and process your application.

Government Old Age Pension

The government old age pension (OAP) is a non-contributory pension funded entirely by the Government of Guyana through the Ministry of Human Services and Social Security (MHSSS). It is available to all qualifying citizens regardless of their employment history or NIS contributions.

Government OAP Eligibility

Age 65 or older: You must have reached the age of 65.
Guyanese citizen: You must be a citizen of Guyana.
Citizenship & Residency: You must have been a citizen of Guyana for at least 10 years per the Old Age Pensions Act, Cap. 36:30. The Ministry of Human Services and Social Security publishes a simplified eligibility summary stating "lived in Guyana for at least 10 years, with at least 2 of those years spent as a resident of Guyana" — confirm with MHSSS at application.
Currently resident: You must be living in Guyana at the time of application and throughout the period you receive the pension.

Current OAP Amounts (Budget 2026)

Monthly pension: $46,000 (increased from $41,000 in Budget 2026)

Annual transport grant (one-off): $20,000 (new in Budget 2026)

Total benefit: $46,000/month + $20,000/year transport grant

How to Apply for the Government OAP

Important: Residency Requirement

Unlike the NIS pension, the government old age pension requires you to be a resident of Guyana. If you move overseas permanently, you will no longer be eligible to receive the OAP. The NIS pension, however, can be collected from abroad (see Collecting Pension from Overseas).

$30,000 Electricity Subsidy for Pensioners (2026)

On top of the monthly pension, eligible pensioners receive a $30,000-per-year electricity subsidy (about $2,500/month) on a Guyana Power & Light (GPL) account held in their name. The credit starts appearing on the June 2026 bill.

Who qualifies: eligible pensioners with a GPL account in their own name. Pensioners without a GPL account in their name are not eligible.
Postpaid accounts: the $30,000 is credited directly to the account.
Prepaid accounts: the $30,000 goes into your GPL prepaid e-wallet — convert it to an electricity token at any GPL Commercial Office or Customer Service Centre.
Not on your June bill? Visit the nearest GPL office with a valid ID and your electricity-account details (registered in your name).

Conversion: The invalidity pension automatically converts to the NIS old age pension when the recipient reaches age 60.

Budget 2026 Increases

Budget 2026 brought significant improvements for pensioners in Guyana:

What Changed in Budget 2026

  • Old Age Pension increase: From $41,000 to $46,000 per month (a 12.2% increase).
  • New transport grant: A $20,000 annual transport grant was introduced for all old age pension recipients.

  • Beneficiaries covered: Approximately 95,000 pensioners benefit from these increases.

Since 2020, the government old age pension has increased from $25,000 to $46,000 per month — an 84% increase over six years. The new $20,000 annual transport grant adds further support (Budget Speech 2026 §6.29).

Frequently Asked Questions

How much is the government old age pension in Guyana?

As of Budget 2026, the government old age pension is GYD $46,000 per month, plus a $20,000 annual transport grant. Eligible persons aged 65+ receive both — $46,000 per month plus $20,000 once per year (Budget Speech 2026 §6.29-6.30 confirms an annual G$1.9 billion injection across 95,000 pensioners).

What age do you get a pension in Guyana?

There are two pension ages: age 60 for the NIS old age pension (if you have enough contributions), and age 65 for the non-contributory government old age pension available to all eligible Guyanese citizens.

What is the difference between NIS pension and the government old age pension?

The NIS pension is contributory — you must have paid at least 750 NIS weekly contributions and be age 60+. The government old age pension is non-contributory — a person aged 65+ who has been a citizen of Guyana for at least 10 years per the Old Age Pensions Act Cap. 36:30 qualifies, regardless of work history. MHSSS publishes a simplified summary stating "lived in Guyana for at least 10 years, with at least 2 of those years spent as a resident of Guyana" — confirm with MHSSS at application.

Can I receive both the NIS pension and the government old age pension?

Yes. The NIS pension and the government old age pension are separate programmes. If you qualify for both, you can receive payments from each simultaneously.

How do I apply for the government old age pension?

You can apply online at oldagepensionform.mhsss.gov.gy or in person at any Ministry of Human Services and Social Security office. You will need your national ID card or passport, birth certificate, and proof of residency. Processing takes approximately 6 weeks.

How many NIS contributions do I need for a pension?

You need a minimum of 750 paid NIS contributions (approximately 15 years of employment) to qualify for the NIS old age pension at age 60. If you have between 500 and 749 contributions, you may qualify for a one-off lump sum payment instead.

How is the NIS pension calculated?

The NIS old age pension is calculated as 40% of your average weekly insurable earnings, plus 1% for every 50 contributions exceeding the minimum 750. The current minimum NIS pension is $43,075 per month (NIS 2025 Adjustments to Rates notice — no subsequent increase publicly announced).

What is the NIS one-off payment programme?

The NIS one-off payment programme provides lump sum payments of between $260,000 and $650,000 to persons who made between 500 and 749 NIS contributions and therefore do not qualify for the regular monthly pension. Apply at oneoffnis.gov.gy.

What is the NIS survivors pension?

The NIS survivors pension provides 50% of the deceased pensioner’s pension to a surviving widow or widower, plus 16⅔% per dependent child (up to 3 children). A widow must be age 45+, or permanently incapable of work, or pregnant by the deceased, or caring for a minor child of the marriage. A widower must be over 55 AND permanently incapable of work, with the incapacity likely to be permanent (per NIS). The 33⅓% rate per child applies only to orphans (where both parents have died). The minimum survivors pension is $21,537 per month (NIS 2025 rate).

What is the NIS invalidity pension?

The NIS invalidity pension is for insured persons under age 60 who are permanently incapable of work (26+ consecutive weeks of incapacity likely to be permanent) due to illness or injury. The contribution requirement is at least 150 paid contributions AND at least 250 paid or credited contributions. The pension rate is 30% of the relevant wage plus 1% per 50 contributions above 250. The minimum invalidity pension is $43,075 per month (NIS 2025 rate). It converts to the old age pension at age 60.

Can I collect my NIS pension from overseas?

Yes. NIS pensioners living overseas can collect their pension through a Guyana bank account. You must submit a life certificate every 3 months, which can be verified at a Guyanese embassy or consulate abroad.

Can I collect the government old age pension from overseas?

No. The government old age pension requires you to be a resident of Guyana. If you live overseas permanently, you are not eligible for the government old age pension.

What is the retirement age in Guyana?

The retirement age varies: public service employees retire at 55, public corporation employees at 60, NIS pension eligibility begins at 60, and the government old age pension starts at 65. There is no mandatory retirement age in the private sector.

How much do employees and employers contribute to NIS?

Employees contribute 5.6% of insurable earnings, employers contribute 8.4%, for a combined rate of 14%. Self-employed persons contribute 12.5% of their declared earnings.

What documents do I need to apply for the NIS pension?

To apply for the NIS old age pension you need: your NIS social security card, birth certificate or valid national ID, and completed Form P300F1 OAB R0 (available at any NIS office). Apply at the NIS office closest to your workplace or residence.

What increased in Budget 2026 for pensioners?

Budget 2026 increased the government old age pension from $41,000 to $46,000 per month and introduced a new $20,000 annual transport grant, totalling $46,000/month plus $20,000/year per pensioner (Budget Speech 2026 §6.29 — annual G$1.9B injection across 95,000 pensioners). Approximately 95,000 beneficiaries are covered.

Kidney Disease Support for Seniors

Many senior citizens receiving the Old Age Pension are also affected by chronic kidney disease. Guyana operates a dedicated Annual Dialysis Subvention Programme that provides GYD $600,000 per year to every eligible patient on dialysis — currently benefiting 650+ patients, with six new regional centres under construction in 2026.
