About the Central Housing & Planning Authority
The Central Housing & Planning Authority (CH&PA) was established in 1948 under the Housing Act, Chapter 36:20, to address the housing needs of Guyanese citizens. Operating under the Ministry of Housing & Water, CH&PA is the primary government body responsible for planning, developing, and distributing residential house lots and homes across the country.
CH&PA's mandate includes developing new housing schemes, allocating house lots to eligible applicants, constructing affordable homes for low and moderate-income earners, issuing Agreements of Sale and facilitating Certificates of Title, regulating land use and building standards within housing schemes, and providing subsidies and assistance programmes for homebuilders.
2026 Housing Programme
The Government of Guyana has budgeted GYD $159.1 billion for the 2026 housing programme. Plans include allocating over 15,000 new house lots and constructing more than 8,000 homes. Having already surpassed the initial target of distributing 50,000 lots under the 2020-2025 Strategic Housing Plan, the Ministry is now focused on building 40,000 homes over the next five years.
Eligibility Requirements
To apply for a residential house lot from CH&PA, you must meet the following eligibility criteria:
Who Can Apply
One Lot Per Person
You are entitled to only one residential house lot from CH&PA. If you have previously been allocated a lot (even if you no longer own it), you may not be eligible for another allocation. Providing false information on your application is a serious offence and may result in your allocation being revoked.
Priority Groups
While all eligible applicants are considered, CH&PA gives preference to families with children and vulnerable persons, including single parents and persons with disabilities. This is reflected in the allocation and lottery process.
Required Documents
When submitting your house lot application, you must provide the following documents:
Application Documents Checklist
Additional Documents for Remigrants
Document Tips
Always bring both originals and photocopies of all documents. Ensure your National ID is not expired and your proof of address is recent (within the last 3 months). Missing or incomplete documents will delay your application.
Application Process: Step by Step
In-Person Application
The most common method for applying for a house lot is visiting the CH&PA office or attending a regional housing drive. Follow these steps:
Check Your Eligibility
Before applying, confirm that you meet all eligibility requirements: you are 21 or older, have been a resident of Guyana for at least 6 months, and do not currently own a house lot. Gather all required documents before proceeding.
Obtain the Application Form
Get the official CH&PA Land Application Form from the CH&PA headquarters at 41 Brickdam & United Nations Place, Stabroek, Georgetown. Application forms are provided free of cost. You can also download the form from chpa.gov.gy.
Complete the Application Form
Fill in all sections of the application form carefully. Include your preferred region and housing scheme. Provide accurate personal information, employment details, and income information. Indicate your marital status and number of dependents.
Submit Application & Attend Interview
Submit your completed application form along with all required documents at the CH&PA office. The Ministry now combines the application and interview processes simultaneously, eliminating previous long wait times. You will be interviewed to verify your information and assess your housing needs.
Receive Acknowledgement
After submitting your application, you will receive an acknowledgement letter confirming that your application has been received and is being processed. Keep this letter safe as proof of your application.
Wait for Allocation Notification
CH&PA will review your application and notify you when lots are available in your preferred area. You will be invited to participate in the allocation process (lottery) for your designated housing scheme. Processing times vary based on lot availability and demand.
Online Application
CH&PA also accepts online applications through their website. Here is how to apply online:
Visit the CH&PA Website
Go to chpa.gov.gy/application-for-land-property/ to access the online house lot application form. You can also find forms for the Home Construction Assistance Programme and the Remigrant Application.
Complete the Online Form
Fill in all required fields on the electronic application form. Provide your personal details, contact information, preferred housing area, employment status, and income details. Ensure all information is accurate and matches your supporting documents.
Upload Supporting Documents
Upload scanned copies of your National ID, birth certificate, proof of address, proof of income, and other required documents. Ensure all scans are clear and legible.
Submit and Track Your Application
Submit your online application and note your reference number. You can check the status of your application at chpa.gov.gy/land-property-application-update/. CH&PA will contact you if additional information or an in-person interview is required.
Important: Single Window Portal vs. House Lot Applications
The CH&PA Single Window Applicant Portal is designed to receive and process planning and development applications only (such as building permits and outline planning permission). You cannot use the Single Window system to apply for a residential house lot or turn-key home. For house lot applications, use the dedicated application form at chpa.gov.gy/application-for-land-property/.
Regional Housing Drives
The Ministry of Housing & Water regularly conducts housing drives across all regions of Guyana. These events allow residents to submit applications, attend interviews, receive allocations, and sign Agreements of Sale all in one location. Housing drives are particularly beneficial for applicants in rural and hinterland regions. Keep an eye on the CH&PA website and local media for announcements about upcoming housing drives in your region.
Housing Schemes & Locations
CH&PA operates and develops housing schemes across all ten administrative regions of Guyana. Below are the major housing areas where lots are currently available or under development:
| Region | Major Housing Schemes | Category |
|---|---|---|
| Region 2 (Pomeroon-Supenaam) | Onderneeming, Anna Regina | Low & Middle Income |
| Region 3 (Essequibo Islands-West Demerara) | La Parfaite Harmonie, Tuschen, Parika | Low & Middle Income |
| Region 4 (Demerara-Mahaica) | Providence, Perseverance, Eccles, Great Diamond, Prospect, Cummings Lodge, Herstelling, Peter's Hall, Little Diamond, Mon Repos/De Engrat, Good Hope, Lusignan, Non Pariel, Haslington | Low, Middle & Young Professional |
| Region 5 (Mahaica-Berbice) | Bath, Experiment (Block B), Burma, Shieldstown | Low & Middle Income |
| Region 6 (East Berbice-Corentyne) | Williamsburg, Hampshire, Corriverton, New Amsterdam, Skeldon | Low & Middle Income |
| Region 7 (Cuyuni-Mazaruni) | Bartica | Low & Middle Income |
| Region 9 (Upper Takutu-Upper Essequibo) | Lethem (Tract CH&PA) | Low & Middle Income |
| Region 10 (Upper Demerara-Berbice) | Amelia's Ward, Wismar, Linden | Low & Middle Income |
Region 4 High Demand
Region 4 (Georgetown and surrounding areas) has the highest demand for house lots. The government has acknowledged that clearing the backlog in Region 4 will take longer than other regions due to the volume of applicants. If you are flexible on location, choosing a scheme outside Region 4 may result in faster allocation.
Lot Sizes
House lot dimensions vary by income category and scheme. Typical sizes include 40 x 80 feet for low-income lots and 50 x 100 feet for middle-income lots. Exact lot sizes depend on the specific housing scheme and availability.
Allocation Process & Lottery System
CH&PA uses a transparent lottery system to ensure fair allocation of house lots. Here is how the process works:
Application Review
After you submit your application, CH&PA reviews your eligibility, verifies your documents, and confirms that you do not already own a house lot. Applications are batched by region and housing scheme.
Lottery Invitation
When lots become available in your preferred area, you will receive a notification inviting you to participate in the lottery. This may occur at a CH&PA office or during a regional housing drive.
Drawing Your Lot Number
At the lottery event, you physically draw a house lot number from a bag. This system ensures that each applicant receives a random and fair assignment. The lot number corresponds to a specific plot within the housing scheme.
Allocation Letter
After the lottery, you receive an official Allocation Letter from CH&PA. This letter specifies the housing scheme, lot number, lot size, and the cost of the land. Keep this document safe - you will need it for all future transactions.
Agreement of Sale
You will be invited to sign an Agreement of Sale with CH&PA. This legally binding document outlines the terms and conditions of your lot, including payment obligations, building requirements, and transfer restrictions.
Certificate of Title / Transport
Once you have fulfilled all payment and conditions, CH&PA processes your Certificate of Title (or Transport). This document proves your legal ownership of the land and allows you to approach financial institutions for mortgages and begin construction.
Backlog Notice
As of January 2026, approximately 78,000 applicants remain on the pending list. The Ministry of Housing has committed to clearing 100% of this backlog in all regions except Region Four, which has the highest demand. Be prepared for potential waiting times, especially for Region 4 schemes.
Costs & Payment Plans
House lot prices are determined by CH&PA based on three factors: lot size, location (housing scheme), and the applicant's economic status (low-income or middle-income). Lots are sold at affordable prices designed to make homeownership accessible to all Guyanese.
| Category | Typical Lot Size | Price Range (GYD) | Notes |
|---|---|---|---|
| Low-Income Residential | 40 x 80 feet | $100,000 - $500,000 | Most affordable option; smaller lots |
| Middle-Income Residential | 50 x 100 feet | $500,000 - $1,500,000 | Larger lots; established infrastructure |
| Young Professional | Varies | $1,000,000 - $3,000,000 | Premium locations; better amenities |
| Title Processing Fee | N/A | ~$8,000 | Certificate of Title processing |
Pricing Note
The prices above are approximate ranges. Exact pricing varies by housing scheme and is assigned by CH&PA at the time of allocation. You will be informed of the exact cost of your lot in your Allocation Letter. CH&PA regularly reviews and adjusts pricing to keep lots affordable.
Payment Schedule
How Payment Works
Payment Methods
CH&PA accepts the following payment methods:
- Cash: Pay in person at any CH&PA cashier (headquarters or regional offices).
- Mobile Money Guyana (MMG): Electronic payment via mobile money.
- Electronic Funds Transfer (EFT): Bank transfer to CH&PA's account.
Keep Your Receipts
Always obtain and keep receipts for every payment you make to CH&PA. These receipts serve as proof of payment and are required when signing your Agreement of Sale and processing your Certificate of Title.
Building Requirements After Allocation
After receiving your house lot allocation, you are expected to begin developing the land within a reasonable timeframe. CH&PA and the Ministry of Housing have guidelines for what allottees must do after receiving their lots:
Post-Allocation Obligations
Building Plan Requirements
Your building permit application must include floor plans at a scale of 1/8" = 1'-0", clearly stating the type of development (residential) with all measurements shown. Plans must also include elevations and a site plan showing the building's position on the lot. An architect or draughtsman can prepare these for you.
Financing Your Home
Once you have your Certificate of Title or Transport, you can approach financial institutions such as the New Building Society (NBS), Republic Bank, Demerara Bank, or Citizens Bank for mortgage financing. Your ownership documents are required as collateral for home loans.
Transferring & Selling Allocated Lots
CH&PA imposes strict restrictions on the transfer and sale of allocated house lots to prevent speculation and ensure lots are used for their intended purpose of providing housing for Guyanese families.
10-Year Transfer Restriction
Allottees are required to sign an agreement stipulating that they cannot sell or transfer the property for ten (10) years from the date of allocation. This restriction is designed to prevent the unauthorized flipping of government-allocated lots. Attempting to circumvent this rule through Powers of Attorney or other means is prohibited.
Transfer Rules
Low-Income Housing Programmes
The Government of Guyana offers several programmes specifically designed to assist low-income families in building their homes:
Steel and Cement Housing Subsidy Programme
This programme provides free building materials to allottees who are constructing their homes on government or private lands. The subsidy is based on the estimated cost of the home being built:
| Estimated Home Value | Subsidy Provided | Notes |
|---|---|---|
| GYD $6 million and below | 1 sling of cement + steel | For low-income homebuilders |
| GYD $6 million to $25 million | 2 slings of cement | For moderate-income homebuilders |
Programme Impact
Since 2022, over 2,000 individuals across the country have received vouchers through the Steel and Cement Subsidy Programme, with over GYD $3.25 billion disbursed to date. This programme has been instrumental in helping families begin construction on their allocated lots.
Home Construction Assistance Programme
CH&PA also offers the Home Construction Assistance Programme, which provides additional support for qualifying families. Application forms for this programme are available at CH&PA offices and online at chpa.gov.gy.
Budget 2026 Initiatives
Budget 2026 allocates GYD $7.5 billion for new and expanded housing subsidies, including a new programme for direct financial assistance for home construction and home upgrades, providing additional support beyond the existing Steel and Cement Subsidy Programme. A further GYD $2.5 billion has been earmarked for hinterland housing, expanding access to housing support in interior and remote communities. Details will be announced through CH&PA and the Ministry of Housing & Water.
Turn-Key Homes & Core Homes
In addition to house lot allocations, the government builds and distributes completed or partially completed homes for eligible families through two main programmes:
Turn-Key Homes
Turn-key homes are fully constructed and finished houses built by the government, ready for immediate occupation. These homes are targeted at low to moderate-income earners and young professionals.
| Home Type | Location | Approximate Price (GYD) |
|---|---|---|
| 2-Bedroom Flat Unit | Prospect, EBD | $5,500,000 |
| 2-Bedroom Elevated Unit | Cummings Lodge, Georgetown | $7,500,000 |
| 2-Bedroom Elevated Unit | Amelia's Ward, Linden | $7,500,000 |
| 2-Bedroom Flat Unit (Young Professional) | Providence, EBD | $13,900,000 |
| 3-Bedroom Two-Story Unit (Young Professional) | Providence, EBD | $19,900,000 |
Turn-Key Home Financing
Applicants for turn-key homes undergo an eligibility assessment and are typically referred to banks or the New Building Society (NBS) for mortgage financing. Your income and ability to repay will be assessed as part of the approval process.
Core Homes
Core homes are basic starter structures built at a subsidized cost, designed for low-income and vulnerable families. The government builds the basic structure, and the homeowner completes and expands the home over time.

Frequently Asked Questions
How much does a house lot cost in Guyana?
House lot prices are set by CH&PA and vary based on size, location, and the applicant's income category. Lots start from as low as GYD $100,000 for low-income applicants. Middle-income lots typically range from GYD $500,000 to $1,500,000. The exact price is communicated in your Allocation Letter.
Who is eligible to apply for a house lot?
You must be at least 21 years old, a resident of Guyana for at least 6 months, and you must not currently own a house lot. You can be single, married, or in a common-law relationship. Unemployed persons can also apply if they can demonstrate financial support. Each person is entitled to only one residential house lot.
Can I apply for a house lot online?
Yes, you can apply online through the CH&PA website at chpa.gov.gy/application-for-land-property/. Application forms are also available free of cost at CH&PA headquarters at 41 Brickdam, Georgetown. Note that the Single Window Applicant Portal is for planning and development applications only, not for house lot applications.
How long does it take to receive a house lot?
Processing times vary depending on lot availability and demand in your preferred region. After submitting your application, you will receive an acknowledgement letter. You are then placed on a waiting list until lots become available. The government has committed to clearing the 78,000-applicant backlog, with 15,000 new lots planned for 2026. Region 4 typically has the longest wait times.
Can I sell my house lot after I receive it?
No, there is a 10-year restriction on selling or transferring your allocated lot. You must sign an agreement with CH&PA stipulating that you cannot sell or transfer the property for 10 years. After the restriction period, you may apply to CH&PA for permission to sell or transfer. Exceptions may be considered in special circumstances such as death or serious illness.
What is the difference between a turn-key home and a core home?
Turn-key homes are fully constructed and finished houses ready for immediate occupation, ranging from GYD $5.5 million to $19.9 million depending on type and location. Core homes are basic starter structures built at subsidized cost (approximately GYD $5 million) where the applicant contributes only GYD $100,000 as equity. Core homes are designed for the owner to expand and complete over time.
What is the Steel and Cement Subsidy Programme?
This government programme provides free building materials to allottees constructing homes. Homes estimated at GYD $6 million and below receive 1 sling of cement and steel. Homes valued above $6 million up to $25 million receive 2 slings of cement. Over GYD $3.25 billion has been disbursed through this programme since 2022.
Can I choose which housing scheme I get my lot in?
You can indicate your preferred region and housing scheme on your application form. However, allocation depends on lot availability. If lots are unavailable in your preferred area, you may be offered a lot in another scheme within the same region. Being flexible with your location preference can result in faster allocation.
What documents do I need to apply?
You need a completed CH&PA Land Application Form, valid National ID Card or Passport, birth certificate, proof of address (utility bill or bank statement), proof of income (pay slips or letter of employment), and a marriage certificate if applicable. Bring originals and photocopies of all documents.
Can Guyanese living overseas apply for a house lot?
Yes, Guyanese citizens residing overseas (remigrants) can apply using the dedicated Remigrant Application Form available from CH&PA. You will need your valid passport and proof of remigrant status. You can also submit your application through the CH&PA website at chpa.gov.gy without needing to travel to Guyana initially.
