About the Central Housing & Planning Authority

The Central Housing & Planning Authority (CH&PA) was established in 1948 under the Housing Act, Chapter 36:20, to address the housing needs of Guyanese citizens. Operating under the Ministry of Housing & Water, CH&PA is the primary government body responsible for planning, developing, and distributing residential house lots and homes across the country.

CH&PA's mandate includes developing new housing schemes, allocating house lots to eligible applicants, constructing affordable homes for low and moderate-income earners, issuing Agreements of Sale and facilitating Certificates of Title, regulating land use and building standards within housing schemes, and providing subsidies and assistance programmes for homebuilders.

2026 Housing Programme

The Government of Guyana has budgeted GYD $159.1 billion for the 2026 housing programme. Plans include allocating over 15,000 new house lots and constructing more than 8,000 homes. Having already surpassed the initial target of distributing 50,000 lots under the 2020-2025 Strategic Housing Plan, the Ministry is now focused on building 40,000 homes over the next five years.

Eligibility Requirements

To apply for a residential house lot from CH&PA, you must meet the following eligibility criteria:

Who Can Apply

Age Requirement: You must be at least 21 years of age at the time of application.
Residency: You must have been a resident of Guyana for at least six (6) consecutive months before applying.
First-Time Applicant: You must not currently own a house lot or residential property. Each applicant is entitled to only one (1) residential house lot.

One Lot Per Person

Important: Single Window Portal vs. House Lot Applications

The CH&PA Single Window Applicant Portal is designed to receive and process planning and development applications only (such as building permits and outline planning permission). You cannot use the Single Window system to apply for a residential house lot or turn-key home. Allocation Process & Lottery System

Payment Schedule

How Payment Works

Initial Payment (50%): Upon receiving your Allocation Letter, you must pay 50% of the total lot cost. This payment secures your allocation.
Balance Due (50%): The remaining 50% must be paid within six (6) months of the initial allocation.
Title Processing Fee: An additional fee of approximately GYD $8,000 is required for processing your Certificate of Title.

Building Requirements After Allocation

Post-Allocation Obligations

Complete All Payments: Pay the full cost of the lot according to the payment schedule to secure your Certificate of Title.

Residential Use Only: Lots allocated for residential purposes must be used for residential construction. You cannot use a residential lot for commercial or industrial purposes without applying for a change of use.

Building Plan Requirements

Your building permit application must include floor plans at a scale of 1/8" = 1'-0", clearly stating the type of development (residential) with all measurements shown. Plans must also include elevations and a site plan showing the building's position on the lot. An architect or draughtsman can prepare these for you.

Financing Your Home

Once you have your Certificate of Title or Transport, you can approach financial institutions such as the New Building Society (NBS), Republic Bank, Demerara Bank, or Citizens Bank for mortgage financing. Your ownership documents are required as collateral for home loans.

Transferring & Selling Allocated Lots

CH&PA imposes strict restrictions on the transfer and sale of allocated house lots to prevent speculation and ensure lots are used for their intended purpose of providing housing for Guyanese families.

10-Year Transfer Restriction

Allottees are required to sign an agreement stipulating that they cannot sell or transfer the property for ten (10) years from the date of allocation. This restriction is designed to prevent the unauthorized flipping of government-allocated lots. Attempting to circumvent this rule through Powers of Attorney or other means is prohibited.

Transfer Rules

No Sale Within 10 Years: You cannot sell your allocated house lot within the first 10 years.
No Power of Attorney Transfers: Unauthorized transfers through Powers of Attorney during the restriction period are not permitted.
After 10 Years: You may apply to CH&PA for permission to transfer or sell your property. A checklist of required documents will be provided by CH&PA to facilitate the transfer.

Core homes are basic starter structures built at a subsidized cost, designed for low-income and vulnerable families. The government builds the basic structure, and the homeowner completes and expands the home over time.
