The Licence Revenue Office (LRO) of the Guyana Revenue Authority (GRA) is the only agency authorized to register drivers and issue licences in Guyana.

Driver's Licence Overview

The Guyana driver's licence is issued by the Licence Revenue Office of the GRA. It is a plastic card licence valid for 5 years and authorizes the holder to drive specific categories of vehicles on Guyana's roads. Guyana drives on the left-hand side of the road.

Licence Categories

Category A - Motorcycle: Two-wheeled motor vehicles (motorcycles and scooters).
Category B - Motor Car: Light motor vehicles (cars, SUVs, pick-ups) with gross weight not exceeding 3,500 kg.
Category C - Minibus: Vehicles designed to carry passengers (minibuses).
Category D - Lorry: Heavy goods vehicles (trucks and lorries) exceeding 3,500 kg.
Category E - Trailer: Articulated vehicles and vehicles towing trailers.

Minimum Age

A person under seventeen (17) years of age shall not drive a motor vehicle other than a motorcycle or invalid carriage on the road. First-time applicants can only apply for Car, Cycle (motorcycle), or Tractor classes. To qualify for Van, Lorry, Minibus, or Motor Bus, you must be over 21 years old and have held a motor car licence for at least 2 years.

Step 1: Pass the Written Test, Then Get a Provisional Licence

Before you can get a provisional (learner's) licence, you must first pass the written theoretical exam. Once you have your pass letter from the Guyana Police Force, you can apply for the provisional licence at the GRA, which authorizes you to drive under supervision while learning.

Important: Test Comes First

You must pass the Learner Drivers' Theoretical Exam before applying for a provisional licence. The GRA requires your pass letter from the Office of the Traffic Chief as part of the provisional licence application.

Provisional Licence Requirements

Completed Application Form: Application for Driver/Provisional/Conductor Licence form, available at GRA offices.
Pass Letter: Copy and original pass letter from the Office of the Traffic Chief, Guyana Police Force.
Passport-Sized Photographs: Two (2) recent passport-sized photographs.
Identification: Copy and original of a valid form of identification (National ID or Passport).
Fee Payment: GYD $1,500 processing fee.

Provisional Licence Rules

A provisional licence is valid for 3 months and can be renewed up to 3 times. While driving with a provisional licence, you must be accompanied by a licensed driver. You must display "L" plates on the front and rear of the vehicle. Driving alone on a provisional licence is an offence.

The Written (Theoretical) Test

This is the first step in the process. All new applicants must pass the Learner Drivers' Theoretical Programme before they can apply for a provisional licence or proceed to the practical road test. The written exam tests your knowledge of Guyana's road signs, traffic laws, and safe driving practices.

Purchase the Learner Driver Package

Purchase the learner driver package, which includes the programme manual and the Guyana Road Traffic Code. These materials are essential for passing the exam.

Study the Material

Study the programme manual and Road Traffic Code thoroughly. Focus on road signs, right-of-way rules, speed limits, traffic signals, and safe driving practices. Online practice quizzes are available to help you prepare.

Take the Electronic Exam

The theoretical exam is conducted electronically at the Felix Austin Police College in Eve Leary, Georgetown. Register for the next available exam session through the Guyana Police Force.

Exam Tips

The exam is multiple-choice and conducted on a computer. If you fail, you can retake the exam after one month for a fee of GYD $1,000. Study the road signs thoroughly - they make up a significant portion of the exam questions.

Step 2: Road (Practical) Test

After passing the written test, you must pass a practical road test to demonstrate your ability to safely operate a motor vehicle. The test is administered by the Guyana Police Force.

Practice Driving

Practice driving with a fully licensed driver or attend a registered driving school. You must use a vehicle appropriate for the licence category you are applying for. Ensure you are comfortable with all basic driving manoeuvres.

Schedule Your Road Test

Schedule your practical driving test through the Guyana Police Force Traffic Department. You will be assigned a date and location for your test.

Take the Test

Arrive at the test location with your provisional licence, a suitable vehicle in good condition, and a licensed driver. The examiner will test your ability to start, stop, reverse, turn, park, and navigate traffic safely.

Road Test Assessment Areas

Vehicle Control: Starting, stopping, steering, gear changing, and clutch control.
Traffic Navigation: Proper use of roundabouts, intersections, traffic signals, and right-of-way.
Manoeuvres: Reversing, three-point turns, parallel parking, and hill starts.
Road Awareness: Mirror usage, signalling, checking blind spots, and hazard awareness.
Rules Compliance: Obeying speed limits, road signs, lane discipline, and overtaking safely.

Automatic Fail Conditions

You will automatically fail the road test if you: cause a dangerous situation, fail to stop at a red light or stop sign, exceed the speed limit, drive on the wrong side of the road, or require the examiner to intervene to prevent an accident. If you fail, you must wait before retaking the test.

Step 3: Applying for Your Full Licence

Once you have passed both the written and road tests, you can apply for your full driver's licence at the GRA Licence Revenue Office. The licence is issued on the same day of the application.

Full Licence Application Documents

Completed Application Form: Driver's licence application form, available at GRA offices.
Letter of Competence: From the Certifying Officer of the Guyana Police Force (confirms you passed both written and road tests).
Identification: Copy of valid form of identification (National ID or Passport).
Passport Photograph: One (1) recent passport-sized photograph.
Fee Payment: GYD $4,500 for the licence.

In-Person Required

If you are applying for the plastic card licence, you must present yourself in person at the Licence Revenue Office (200-201 Camp Street) to have your photograph taken and affix your signature. A third party cannot make the application on your behalf.

Submit Documents

Present all documents to the Licence Revenue Officer. They will verify your details and test pass certificates.

Photo & Signature Capture

Your photograph will be taken and you will affix your signature digitally. These will appear on your plastic card licence.

Pay Fee & Collect Receipt

Pay the GYD $4,500 fee at the cashier. Keep your receipt - you will need it to collect your licence. Payment can be made electronically or in cash.

Collect Your Licence

Collect your plastic card driver's licence from the Dispatch Clerk. Verify that all information on the card is correct before leaving.

Licence Renewal

A Guyanese driver's licence is valid for 5 years from the date of issue. You should renew it at least 3 months before it expires. The GRA does not send renewal reminders, so keep track of your expiration date.

Renewal Requirements

Expired Driver's Licence: Present your expired driver's licence to the officer.
Valid Identification: National ID card or passport.
Fee: GYD $4,500.

Name or Address Changes

If you have recently changed your name, submit original documentation (Deed Poll, Affidavit, Marriage Certificate, or Birth Certificate). If your address has changed, provide proof of new address (original bank statement or utility bill from GPL, GWI, or GTT).

Driving with an Expired Licence

Driving with an expired licence is illegal and may result in fines or penalties. If your licence has been expired for an extended period, you may need to undergo re-testing before a renewal can be processed. Always renew before expiration.

Foreign Licence Conversion

Foreign nationals visiting Guyana who hold a valid foreign driver's licence are allowed to drive in Guyana for a period of sixty (60) days after entry. After 60 days, you must apply for a Foreign Driver's Permit to continue driving.

60-Day Limit

You can drive on your foreign licence for 60 days only from your date of entry into Guyana. After that, driving without a Foreign Driver's Permit is illegal. Keep your passport handy as proof of your entry date.

Foreign Driver's Permit Requirements

Completed Application Form: Available at GRA offices.
Valid Foreign Licence: Original and copy. If not in English, a translation from the respective Embassy or International Language Institute is required.
Passport: Valid copy of your passport (showing entry date into Guyana).
Fee: GYD $2,000.

International Driver's Permit (for Guyanese Travelling Abroad)

If you hold a valid Guyanese driver's licence and need to drive overseas, you can apply for an International Driver's Permit at the GRA.

International Permit Requirements

Guyanese Driver's Licence: Original and copy — must be valid for at least 6 more months.
